Section 1. The executive Committee shall consist of the Officers of the Advisory Committee in the intervals between meetings, and may execute with full power all matters which the Advisory Committee may assign or delegate to it insofar as such matters are not inconsistent with. the By-Laws.
Section 2. Sub-committees may be appointed by the Chairperson who may also designate Chairperson of the respective sub-committees. Such Sub-committees shall meet at times and places set forth by the Chairperson of the particular Sub-committee.
In the event that the Frontier County Board of Commissioners, pursuant to the provisions of the Nebraska Visitors Development Act, elects to contract with one or more persons, finns, associations, or corporations to carry out said act, the Advisory Committee shall be notified.
The Advisory committee meetings are public meetings, and copies of the agenda and
official minutes will be made available to the press and public on request.
AMENDMENT OF BY-LAWS
These By-laws can be amended at any regular meting of the Advisory Committee by a two-thirds vote, provided that the amendment has been submitted in writing at the previous meeting.
WAIVER OF PROVISIONS
The Frontier County Board of Commissioners reserves the authority to waive any provisions of these By-Laws upon showing of good cause to do so.
Section 1. The members of the Advisory Committee shall be appointed by the Advisory Committee and approved by the Frontier County Board of Commissioners.
Section 2. The Advisory Committee shall consist of five members, two of which shall be from the hotel industry.
Section 3. Each member of the Advisory Committee shall serve a term of four years, except that two of those initially appointed shall serve for a term of two years. All, new appointments shall become effective upon appointment by the Frontier County Board of Commissioners.
Section 4. As soon as practicable after notification of a vacancy on the Advisory Committee, the Frontier County Board of Commissioners shall appoint a replacement to complete the term.
Section 5. Members shall receive no compensation for their services, except reimbursement for necessary expenses. (The funds for these expenses shall be contained in the Advisory Committee Contingency Fund set up in the annual budget). All expenses must be approved by both the Chairperson of the Advisory Committee and approved as a claim by the Frontier County Board of Commissioners.
Section 1. The Advisory Committee shall meet quarterly and as needed in a place agreed upon by the membership or date and time agreed upon by the Committee.
Section 2. Special meetings may be called by the Chairperson of the Advisory Committee or by the Frontier County Board of Commissioners.
Section 3. Three of the five appointed members shall constitute a quorum for the purpose of conducting business
Section 4. Minutes, attendance and other records and reports as necessary will be kept of all regularly scheduled or special .meetings.
Section 5. The rules contained in the current addition of Robert’s Rules of Order, Newly Revised, shall govern the Advisory Committee and all cases to which they are applicable and in which they are not inconsistent with these By-Laws and any special
Rules or order the Advisory Committee may adopt.
AMENDED BY-LAWS OF THE
FRONTIER COUNTY VISITORS COMMITTEE
The name of this organization shall be the Frontier County Visitors Committee, hereinafter referred to as the “Advisory Committee.”
The purpose of the Advisory Committee shall be to advise the Frontier County Board of Commissioners in administering the Frontier County Visitors Promotion Fund, which proceeds, shall be used generally to promote, encourage, and attract visitors to Frontier County, Nebraska, and to use the travel and tourism facilities within. Frontier County. In furtherance of this purpose, the Advisory Committee will:
Act as an advisor to the Frontier County Board of Commissions in the procurement of contractual services, if so desired, to cany out the provisions of the Nebraska Visitors’ Development Act;
Monitor and maintain a working relationship with any contractor or contractors that may be chosen;
Review the budget and make specific recommendations to the Board of Frontier County Commissioners regarding administration of proceeds of the County Visitors Promotion Funds; and
Promote a better understanding of and seek community support for the travel and tourism industry by interpreting the role that it has in Frontier County
The definition as stated in Section 8 1-1245 to 8 1-1264, R.R.S. 1943 of Nebraska Law, being the Nebraska Visitors Development Act are adopted by the Frontier County Visitors Committee and incorporated herein.
Section 6. All meetings shall be held in strict compliance with the provisions of the Nebraska Open Public Meetings Law, Nebr. Rev. Stat. Ss 84-1408 et. Seq. and, amendments thereto.
Section 1. The members of the , Committee shall elect the officers of the Committee. Officers shall consist of a Chairperson, Vice-Chairperson, and Secretary.
Section 2. The officers shall be elected at the first meeting of the year and serve from January 1 to December 31. They may be re-elected for additjonal terms.
Section 3. The duties of the officers shall be as follows:
1. To preside over the meetings of the Advisory Committee except when delegated to the Vice-Chairperson or designated member.
2. To be responsible for the receipt, handling and distributing of all correspondence.
3. To excuse absences from regular or special meetings upon request of the absent members
4 To approve and send to the Frontier County Board of Commissioners any expenses incurred by the Committee or Committee members in the carrying out of their duties.
1. To conduct meetings when the Chairperson is absent.
2. To serve as an. ex-officio member of all sub-committees.
1. To cause the keeping of records of minutes, rolls, financial reports, accounts payable graphs and all other records and reports as necessary.
2. To cause notification to committee members, the Frontier County Board of Commissioners of all regular and special meetings not less than 5 days prior to the meetings. The Chairperson may waive this requirement, but under no circumstances is this notification to be given less that 48 hours prior to the meeting.
